1. Client Overview

The client is a Tier-1 financial institution headquartered in Australia, serving millions of retail and corporate customers across digital and traditional banking channels. As part of a long-term technology modernization strategy, the client aimed to strengthen internal engineering ownership while accelerating digital product delivery.

Vietnam was selected as the preferred location to establish a dedicated innovation centre, driven by the country’s growing pool of highly skilled software engineers, strong STEM education, and proven capability in large-scale financial services delivery.

2. Client Requirements

The client required a build-operate-transfer model supported by BOT solutions in Vietnam that could enable fast growth, minimize risk, and ensure long-term ownership of engineering capabilities.

3. Reco’s Approach

Reco partnered with the client to design and execute BOT solutions in Vietnam, chosen for its deep technology talent pool, scalability, and cost efficiency.

3.1. Build Phase

The engagement began with setting up a dedicated innovation centre in Vietnam:

  • Established operations from zero headcount to 150 engineers within the first year
  • Set up a dedicated client office in Ho Chi Minh City, aligned with global security and compliance standards
  • Designed governance frameworks covering delivery, quality assurance, risk, and reporting
  • Recruited senior engineers and delivery leaders aligned with the client’s banking and fintech ecosystem

3.2. Operate Phase

Once operational stability was achieved, Reco managed and scaled day-to-day delivery:

  • Expanded the team to a steady-state of 300 engineers across Ho Chi Minh City and Hanoi
  • Embedded engineering best practices, cloud-native delivery, and agile execution
  • Ensured high retention, delivery consistency, and continuous skills development

3.3. Transfer Phase

After 3 years, the engagement successfully transitioned under the BOT framework. Ownership of the Vietnam innovation centre, including teams, processes, and day-to-day operations, was fully transferred to the client, ensuring uninterrupted delivery and leadership continuity. Comprehensive knowledge transfer and well-documented governance models enabled the client to operate and scale the Vietnam innovation centre independently with confidence.
